About Medicaid Waivers

Medicaid in Illinois pays family caregivers through Medicaid Waivers. These are exceptions to Medicaid rules that allow states to offer programs that don't fit within the traditional boundaries of Medicaid. Every state, including Illinois, has at least one waiver in place to allow the payment of family caregivers.

Aged and Disabled Waivers

This waiver is designed to help elderly and disabled adults receive care at home or in a community setting. Through this program, friends and certain family members can be paid for providing personal care services. The program also offers other services ranging from respite care to home modifications.

In Illinois, the Medicaid Waiver Program is designed to provide home and community-based services (HCBS) to eligible individuals who would otherwise require institutional care, such as in a nursing home. The goal of the program is to help people remain in their homes or communities rather than being placed in institutional settings.

Assets:Generally, the asset limit is $17,500 for an individual, though this can vary based on the specific waiver program you qualify for. Your home is usually exempt from the asset calculation, but other assets like savings, property, or vehicles are included.

Level of Care:To qualify for Medicaid Waiver services, you must meet the "nursing facility level of care" requirement. This means you need assistance with activities of daily living (ADLs) such as bathing, dressing, toileting, and eating.

2. Medicaid Waiver Programs for Seniors in Illinois

The most common waiver for seniors is the Community Care Program (CCP). It provides services that allow seniors to remain in their homes and communities instead of being placed in a nursing facility.

3. Application Process

Complete the Medicaid Application: The first step is to apply for Medicaid, which can be done through the ABE (A Better Illinois) system, online, by phone, or at your local Department of Human Services (DHS) office at 1800-843-6154 to obtain your  Medicaid. You can also get help from local community agencies or Medicaid counselors. Once you have a Medicaid ID you can call 1800-252-8966 to enroll in your local community care program. 

Level of Care Determination: You will need to undergo an assessment to determine if you meet the nursing facility level of care requirements. This is typically done by a nurse or other medical professional, who will assess your physical and mental health needs.

Determine Eligibility: After applying, the Illinois Department of Healthcare and Family Services (HFS) will review your income, assets, and the level of care you need. If you're eligible for the Community Care Program or another Medicaid Waiver, you will be enrolled and start receiving services.

4. Waitlist and Funding Availability

Some waiver programs, including the Community Care Program, may have a waitlist depending on funding and demand.
